Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
Objectives:
The objectives of Rashtriya Madhyamik Shiksha Abhiyan can be summarised as follows:
• To improve quality of education imparted at secondary level.
• To remove gender, socio-economic and disability barriers.
• Universal access to secondary level education by 2017, i.e. by the end of the XII Five Year Plan.
• Universal retention of students by 2020.
Rashtriya Madhyamik Shiksha Abhiyan (RMSA)-(National Mission for Secondary Education) is a Centrally Sponsored scheme of the Ministry of Human Resource Development, Government of India, for the development of Secondary Education in public schools throughout India. It was launched in March 2009 for an efficient growth, development and equity for all with respect to Secondary Education. The scheme includes a multidimensional research, technical consulting, funding support. The principal objectives are to enhance quality of secondary education and increase the total enrollment rate from 52% (as of 2005-2006) to 75% in five years, i.e. from 2009-2014. It aims to provide Universal Education for all children between 15-16 years of age. The funding from the Central Ministry is provided through state governments, which establish separate implementing agencies. The total budget allocated during the XI Five Year Plan (2002-2007) was 2,012 billion (US$31 billion).
SAMAGARA
This sector-wide development programme/scheme would also help harmonise the implementation mechanisms and transaction costs at all levels, particularly in using state, district and sub-district level systems and resources, besides envisaging one comprehensive strategic plan for development of school education at the district level. The shift in the focus is from project objectives to improving systems level performance and schooling outcomes which will be the emphasis of the combined Scheme along-with incentivizing States towards improving quality of education.
The Union Budget, 2018-19, has proposed to treat school education holistically without segmentation from pre-nursery to Class 12. Samagra Shiksha – an overarching programme for the school education sector extending from pre-school to class 12 has been, therefore, prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes. It subsumes the three Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE).
The Goals
- States that “By 2030, ensure that all boys and girls complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.
- States that “By 2030, eliminate gender disparities in education and ensure equal access to all levels of Education and vocational training for the vulnerable, including persons with disabilities, indigenous peoples and children in vulnerable situations”
